Capture the need and a reply channel. Validate the submission, acknowledge it once, then assign an owner. Keep received, assigned, contacted and closed as separate states. Save the reason for a transition so an operator can understand what happened.
A delivery can fail and a person can be unavailable. Retry temporary errors without duplicating messages, surface unresolved inquiries in a review queue, and provide a manual recovery path. Honor consent and withdrawal before any follow-up.
